On September 3, the Beijing Municipal Bureau of Economy and Information Technology and the Beijing Municipal Administration for Market Regulation jointly issued the "Beijing Hydrogen Energy Industry Standard System."
Core Development Goals:The document states that by 2027, a comprehensive hydrogen energy industry standard system will be established in Beijing, with continuous improvement in the linkage between standards and industrial technological innovation. Key segments of the industry chain will be fundamentally interconnected through standards. Enterprises will be encouraged to actively participate in the formulation and revision of over 5 international standards, deeply engage in the development of more than 20 national and industry standards, and lead the drafting of over 30 local and group standards, providing strong support for the development of Beijing's hydrogen energy industry.
Overall Structure of the System:Based on the national hydrogen energy industry standard system classification, it is divided into three tiers: "Fundamentals and Safety, Hydrogen Supply, and Hydrogen Application," with each tier exhibiting a supporting and supported relationship.
Tier 1: Fundamentals and Safety Standards (the foundation for hydrogen supply and application): Covers general/widely applicable clauses such as terminology, graphical symbols, comprehensive hydrogen energy evaluation, hydrogen quality, universal components, and general hydrogen safety requirements.
Tier 2: Hydrogen Supply Standards (the foundational guarantee for hydrogen application): Includes three parts—hydrogen production, hydrogen storage and transportation, and hydrogen refueling—proposing technical requirements from the dimensions of materials, equipment, and systems according to technical pathways/product configurations.
Tier 3: Hydrogen Application Standards (the downstream segment of hydrogen supply): Addresses specific application needs, encompassing "Fundamentals of Hydrogen Application" (equipment basics such as fuel cells, hydrogen internal combustion engines, hydrogen boilers, and hydrogen gas turbines) as well as application fields like transportation, ESS, power generation, and industry.
Specific Subsystem Division of the System:Includes 5 first-level subsystems, 22 second-level subsystems, 73 third-level subsystems, and several fourth- and fifth-level subsystems, covering the entire chain from fundamentals and safety to hydrogen production, storage and transportation, refueling, and application.
